Hmm... I actually inadvertently achieved this simply by not disabling my dial-on-demand PPP connection when I installed DSL. When the DSL line scrags, attempts to access the Internet cause the PPP line to dial out. (Caused me some brief high blood pressure when I realized I had removed the firewalling on that interface, too.)
