This doesn't work. You need to search a little bit more.

You need to set the pam_cracklib option "minlen" in 
/etc/pam.d/system-auth. But this is getting more complicated since
pam_cracklib is also using credits and there is also a hardcoded limit. 
Check the pam_cracklib documentation.
