Redhat 7.2 uses xindetd to control access to most services.  I don't think
rlogin and telnet are enabled by default.  If you just need a way to access
the PC (and don't specifically need telnet), I'd advise using ssh - it's
more secure than telnet, and is enabled by default.

If you really do want telnet and rlogin, you need to look at the man page
for xinetd, and then your files in /etc/xinetd.d
