I'm not sure what you mean by this, but if VNC is running as a service
on an NT-class machine, you can connect to it regardless of whether
there's a console login active.  If someone is logged in and the screen
is locked, you'll get that screen after you connect, which means you
don't get a desktop unless you're that user or an admin.  There's no way
around that particular problem, because the VNC server on Windows isn't
multiuser.
