In general you don't want to allow root login from any remote console. Customarily telnet login as root is disabled. SSH login as root is also disabled.
Most people login as another user and then 'su' to become root. It won't let you telnet as root, in that case try ssh host -l root from a linux workstation. You could also set up another user and use that to login with telnet and then use su to become root.
