It's an executable that will extract the rpm file when it is executed.

It should work if you:
chmod +x j2re-1_3_1_04-linux-i586-rpm.bin
./j2re-1_3_1_04-linux-i586-rpm.bin

The license text should be displayed, and after agreeing, you'll be left 
with a .rpm file to install. (If I recall correctly.)
