Well, you might try gimp. It's been awhile since I last used PSP, but
IIRC gimp should
be able to do anything it can. Check out www.gimp.org. I've read
praise from
Photoshop users, but YMMV.
There are also several books about gimp ( check you local, independent
bookstore with a decent computers section ).
