You probably have excluded bind without realizing it. ;)

You can run up2date-config, and uncheck the "Do not upgrade packages when 
local configuration file has been modified." It's under the 
retrieval/installation tab. I'm not sure what the default value is, but 
it looks as though that option is selected on your system.
