It's called sendmail, qmail, or procmail...pretty much any useful
MDA (or MTA with MDA capabilities). Just configure your mail system to
delivery mail to an mbox (or better yet, a maildir folder) in the user's
home directory. The way to do that will vary depending on what software
you're using, but is a common-enough task that you should find plenty of
info on how to do it with your particular mailer.
