EVEN IF u do a reinstall ftp and telnet won't start up on its own you have to enable the service from /etc/xinetd.d/telnet and cp telnet to ftp and configure the ftp service by removing intelnet.d in ftp file as by default there is no ftp file and telnet is disabled.
