Its years since I installed a win modem, but it can be
done.You must download these from google.
and place it in /lib
pctel.o
control.a
dsp.a
hal.a or maybe its nal.a 
ptserial.a
There should also be a Makefile and a pcmodule.c or
maybe its called ptmodule.c you must download and
compile.
Then in terminal window type this.
mknod /dev/ttyS15 c 62 79
chgrp uucp /dev/ttyS15
chmod 666 /dev/ttyS15
ln -s /dev/ttyS15  /dev/modem
I found all this stuff a couple of years ago on
google. The driveres you find by seeking HSP winmodem.
