I'd guess that the php that you are using that came with Red Hat 8.0 is
compiled for apache 2.0, since that's the apache that comes with Red Hat
8

If you want to use apache 1.3 with php, which makes sense, you will want
to make sure that you find a php binary for apache 1.3. Or compile
apache and php yourself.
