You can also use consolehelper to allow anyone to use the shutdown command. To do this you need to symlink /usr/bin/shutdown to /usr/bin/consolehelper. Then you need to create a pam configuration in your /etc/pam.d folder. You can just copy an existing one like the one for halt. This will allow all users to shutdown.
