If vortex_diag is like the rest of Becker's stuff you really need to look at the source to figure out how it works. Have you tried mii-tool? (It should be part of net-tools in 7.2-8.0) I'm not sure if the 3c905b uses the mii interface, but it couldn't hurt to try.

[root@sflory linux-2.4.18-14]# mii-tool eth0
eth0: 100 Mbit, full duplex, link ok
