Often the rate is dictated by the hardware on the other end. For example
I have a hub that handles 10/100 Mbps. So the cards all are 10/100 NIcs
so they connect at 100 Mbps. What is the network cable connected to? One
end is plugged into the Linksys NIC, where is the other end conencted? A
hub? A switch? What is the rating of that device? 10Mbps? 100Mbps?
