FreeSWAN is IPSEC based and works but is complex and requires a lot of technical knowledge to set up.
CIPE is easier VTUND is butt-simple, but tunnels through TCP and if you have a connection that loses packets very frequently you will be pulling your hair out waiting for TCP retries. -Ben.
