The printer described is a printer that is connected to the desktop (typically a Sun 3/50) and part of the user's world. Other devices supported included QIK tapes (60 and 150MB), the keyboard, mouse, graphics (no server based window system then!) and floppy disks. You need a device allocator to configure a user environment such as a workstation. You shouldn't need one for CUPS printers.
