This is the latest in a series of racoon patches. 
Upon testing racoon, it appeared racoon was still trying
to lookup policy with a security context, although
security contexts were not being used. 
This patch includes fix for this problem.

Please replace any previous racoon patches, with this one. 
This patch is against ipsec-tools-0.6.5-3.1 in rawhide.
