Move pam_tally2 config from system-auth to specific entrypoint programs
(this should fix the run_init and newrole issues reported)

Import cups config files from http://free.linux.hp.com/~mra/docs/
add netlabel tools package to default package selection
Note that this doesn't automatically add the lspp kernel, please upgrade
that manually if you want to test it. The basic features work fine with
the default kernel from the beta.
