I had the same problem. Turns out that I was not setting the S60 register
to 64. The other value is 56. This stands for switched 56K or 64K B
channels. Anyway, below is the init string that was given to me by my ISP
for the Impact IQ:
'OK' 'AT E0 S60=64 S61=2 S70=1 S71=1 S80=1 S84=1 S82=2 S84=1'
'OK' 'ATD1xxxxxxxxxx'
Note, I also had to change the dialed number string to 1+10# form. I was
using 7# form. As soon as I sent this init sequence, both barrels started
blazing right after connection up ;-).
