Actually, it should be even easier than that. If I'm reading the Ubuntu package repository (http://packages.ubuntu.com/) correctly, you should be able to simply: apt-get install python-librdf at a root prompt, and it should install. If that doesn't work, ask on some Ubuntu-specific forums/lists about installing the python-librdf package.
