Where did you hear that? As I understand it, the Sox get the 19th pick in the first round, unless the Tigers sign another Type A free agent who was rated higher than Victor. It's actually the highest pick they could get -- if someone worse than the Tigers signed Victor, the Sox would have got a second round pick instead.
