no it won't really hurt the tank if it is apstatia...they just multiply like crazy, and they have been known to damage some corals... does it disappear really quickly if you try to touch it? If so it probably is, if not and it is slow to react it is something else....I used to think they were cute to and would actually feed them, till I had about 4 dozen all of a sudden!

Looks like apstatia to me... or rock anemone,they are a total nuisance  in
the tank, you can try to kill it by injecting it with kalk,or the easy way,
buy peppermint shrimp!
