I would start with just replacing the endcap, and see what happens. There is
always a slight possibility that the thing grounded itself out and burned
the ballast out, but before you worry about that, try the endcap. If you
replace that and the fixture does not work, then you will have to look at
the ballast and finally the bulb. As far as getting one, just about any
place that carries PCs should be able to supply you with an end cap. Premium
Aquatics, Champion Lighting etc etc. It may take a little time for them to
order it, but they should be able to get one for you. You may also try some
local lighting supply stores first to see if any of them carry endcaps. It
may be a little quicker for you, which is important because you don't want
your reef to be without light for too long (if there are no other light
sources on the tank that is).

        Yep, my only a year old, name brand, 96 watt PC light,
        smoked, scorched and generally filled my home with
        smoke last night.  I was just glad I was home. 
        Anyways, the part that went out was the "endcap" that
        the PC bulb plugs into.  

        Here is my question, for the less electrically
        challenged than I:  The rest of the fixture being in
        primo shape, and only that endcap being the problem,
        can I just replace the endcap and turn it back on? 
        The burn was 100% only inside the endcap, nowhere
        else.  If so, who might I get such an endcap from
        (online or off)?  (I don't even know if you call it an
        endcap on a PC light, if not, what part am I looking
        for?)
