Thanks for the response. The set up is like this. The top of the standpipe
(air hole, now air valve) is about an inch above the main tank water level.
The T that attaches to the street el is about 2 inches below water level.
The end of the street el that actually takes water in is about 3-4 inches
below the main tank water level. Thus, the water comes through the overflow
box and drops about 3-4 inches before it enters the standpipe. It then flows
down through an elbow, about 5 inches over and then down again into the
sump. See, the end of the sump where the water is supposed to flow in is
about 6-7 inches away from the bulkhead, so I have to plumb the output from
the standpipe over to the sump. I wonder if that is what is causing the
problem? Does your standpipes output run straight down to the sump or do you
have any corners/elbows in the output?

The intake is not submerged. It is actually a couple inches above the
initial drip tray of the sump, so water falls from the output into the sump.
It has to be either plugged, or it has to be those corners. The problem is
that if I eliminate the corners, and just do a 1" flex tube, I have to bend
it to get it to the sump. Thus it has to flex and that causes it to bow in,
in essence doing the same thing as the elbows.

Does anyone use the ribbed type tubing in their system, like the kind you
would use on a pool? Does anyone know if that is usuable in a reef tank, or
is it toxic?
