This
is the way I did it & it did silt but not too bad. Put the sand in first,
add just enough water to wet the sand (oolitic sand will be like a thick paste)
put in any reef support, (like short pvc sections) then top off with wet live
sand, (that is usually less silty) & fill the tank by placing something
flat, like a plate, on the sand where you pour the water in & pour slowly at
first until the water is a couple inches deep.
