[SAH] This update addresses the interim meeting feedback. I think we have 
complete agreement on all of the text except for the situation with disallowing 
use of Internet-Draft documents for reference specifications. It would help to 
see more opinions on that topic in particular, along with anything else in the 
document that requires attention.
