It has long been included in various free software distributions.

The author of tex4ht was Eitan Gurari, a professor at Ohio State University.
Sadly, Dr. Gurari prematurely passed away in June. Myself, his children, and
others are proposing to carry on with a collaborative project, hence this
registration.
