Actually *.libelektra.org took something like 150MB of disk space. Activity isn't important (something like 50 - 100 visit / day). Hosting platform need PHP 4 + two MySQL database (one for the Wiki, one for bugs.libelektra.org). Moreover, hosting platform should allow PHP application send mail and accept file uploading. There is also some scripting which rebuild API documentation automatically each night from the current SVN version. But i think if you could provide FTP access that's enought. Actually its hosted on dual xeon with 1GB RAM linked to a 100MBits network. But a configuration lower than that is totally acceptable.
