Confirmed in 9.10 server (running apt-cacher) and 9.10 desktop client, when trying to upgrade desktop to 10.04. Wasted several hours wondering why translation files were failing. It's a pity, because upgrading across the network pulls down many files which should then be cached for other machines to upgrade from.
