ogmrip is already in universe. It performs a similar role to Handbrake. Packaging Handbrake so it does not need Internet access at build time will be significant work, and require (I suspect) some ongoing packaging maintenance to keep current (when upstream picks up a new version of some library, Ubuntu packaging needs to change to match...).
Until someone with the packaging skills and time commitment to ongoing maintenance of Handbrake packages for Debian/Ubuntu steps forward, Handbrake seems to me to be unlikely to be officially packaged.
