Public bug reported:
Nova Network sets fixed ips to leased when it gets a notification from
nova-dhcpbridge. There are some situations where leased isn't properly
set if it is restarted or turned off when the ip is first leased.
This can be fixed by allowing 'old' messages from nova-dhcpbridge to
also call lease.
