yes angel, I agree but the debian maintainer has to decide if we upload for instance in 3.0 format lets say but the debian maintainer decides to stick on with 1.0 format lets assume, then it will be a unnecessary delta which might not please the debian maintainer of the package and as the package uses cdbs its enough to have even a simple-patchsys rule if the quilt build dependency needs to be avoided, and since its cdbs patch unpatch mechanism is taken care of automatically without explicitly adding it I think to rules file
