It seems like https://launchpad.net/imagemagick/main/ has not updated in a few months? I'm not entirely sure why, as there are more recent releases (currently) in ftp://ftp.imagemagick.org/pub/ImageMagick/ImageMagick-*.tar.gz, but also I think the general releases location has moved to: ftp://ftp.imagemagick.org/pub/ImageMagick/releases/ImageMagick-*.tar.xz. It seems at least one upstream GH project uses the launchpad mirror for ImageMagick to satisfy the dependencies and that fails currently to pick up any recent version.
