I have now applied your patch:

And also made fixes for systems where these environmental variables
are not defined:

Hopefully this now works for you.  It is quite strange that SCons does
not pull this information out of the environment for itself as, from
my experience, it normally does.  Maybe there is a bug in your scons
version.  In any case, the relax 'sconstruct' script will now work in
all cases.
