Can it be optional if gnome-build-meta has the new enough version

That assumes that the maintainers will go through the gnome-build-meta
recipes.
Or do we not trust maintainers enough for that? :P
If they don't have a minimum requirement, they can skip it; otherwise,
maintainers are filling the minimum version in the
meson.build/configure.ac already, so might as well tell us.
