We really, really should get rid of the "x32" misnomer as soon as possible, 
everywhere.

Same bug in the Windows installer.  The URL does appear to be invalid (there 
should be a second slash after the colon), but the installer is supposed to be 
an offline installer so it shouldn't be looking online anyway.

Also curious that the URL contains "x32" even though you installed an "x86_64" 
package.
