I think part of the reason for the cursory treatment of Rosenberger is that Rosenberger really is not as broad or likely to be expanded or extended beyond its particular facts as advocates of the majority decision would like it to be.

There is a difference between the religion clauses and speech clauses and Rick's hypo demonstrates this well.
