Interesting controversy in Kentucky given the recent discussion of the Catholic Charities adoption skirmish in Massachusetts:

Does anyone have any more information on this story beyond the short AP summary?

 

The governor’s rationale for refusing to veto the bill was what struck me: He apparently claims that since the money came from coal severances rather than taxation of individuals, the EC violation is somehow diminished.  To this layman, that seems a weak argument.  Any lawyers out there know if there is there any precedent for this line of reasoning?
