Bethel World Ministries brought a claim that Montgomery County Maryland's
zoning regulation which prevented it from building a church violated RLUIPA.
The district court granted summary judgment for the County. The Fourth Circuit
reversed the district court as to Bethel's RLUIPA "substantial burden" claim.
