I use it via command line.  My calendar shows all events in 24
hour format.  I don't recall if I had to set it this way or if
it is this way by default.

Are you viewing it a different way?

I'm using the TkRemind GUI interface in Gnome. As installed, the calendar and the Add Reminder dialog use 12-hour format. See David Skoll's response to my inquiry, explaining the use of the -b1 command line parameter to switch to 24-hour mode.
