They're good suggestions, but can be achieved with a little
shell script wrapper like this:
#!/bin/sh
# myrem
if test "$REMIND_OPTS" = "" ; then
REMIND_OPTS="-@2,2,1"
fi
exec remind $REMIND_OPTS "$@"
This lets you set the REMIND_OPTS environment variable; it if's not
set, then a default of "-@2,2,1" is used.

That's very unlikely to be implemented, sorry. I think the shell script
wrapper is the way to go.
