No; the last Wednesday of the month can be on the last day of the month,
which could be as late as the 31st.
It's true that the latest the *fourth* Wednesday of the month could be
is the 28th (not 29th) but a month can have five Wednesdays.
If you want a reminder on the last Wednesday of a month, just use
something like:
REM Last Wednesday in June MSG The last Wednesday in June.
REM Last Wednesday MSG The last Wednesday in every month.
(You can leave out "in" in the REM section; you also need to be running
Remind 03.04.02 or later, which I think is a safe bet.)
