I really should document that explicitly. The technical reason for this is that the SATISFY expression (typically) uses information from the trigger specification, so we need to make sure everything else has been parsed before SATISFY is encountered. Though, with the new expression parsing and evaluation code, I might be able to relax that... hmm...
