You can use any means to change the CT on the repeater - even based on how many times a dog came into your yard. I don't know why they couldn't give you a straight answer on that one. I guess they didn't want to commit themselves to anything. <snicker>
The only issue the FCC is concerned with is who initiated a transmission. That's the part that of this entire issue that is in question. I'm not going to comment on my interpretation of the rules, or answer that question in any way. Here is another issue for thought: Telemetry - what triggers transmission of any alarm - even a high PA temperature, high voltage, or fire alarm at the repeater site? Better yet, what (who) initiates transmission of the alarm that lets you know the door was just forcibly opened? I say the source was the ham who set the alarm that initiates the transmission - the intruder, over-voltage, or fire just changed the delay the licensed ham built into the initiation. OK, I guess I did comment. One more thought: Most controllers have a power-up message that is transmitted. A car hits the pole down the road that interrupts power and causes a reboot of the controller (assume no backup, or it failed, or ran dead). Are you in violation if the driver doesn't have a valid ham license? In many controllers, that power-up message is not removable - ACC, for example. I'm not picking on ACC, as many others operate the same way. But, as such, is the use of any ACC Controller (RC-96, -96, or -850, at least) illegal? Joe M.
