Here are a couple of ideas.
(A) Real simple would be to have a different PL or DPL on the second repeater in case the main fails. Then just switch to a different PL on all the Radios.
(B) Since there are numerous things that could keep a repeater from functioning, a good idea would be to let the second repeater have a two-second delay on initial key up, then if the 2nd Repeater's transmitter sees a busy signal, you could have it programmed to not transmit on a busy signal on the output. (With this second option, your standby repeater would have to have the transmitter section composed of such as a mobile radio with it's receiver still able to receive. Just program the Transmit Radio in simplex. Make sure it's receive has the same PL or DPL of the main Repeater's output tone.)
