Have you checked the bandwidth of the antenna?  The 
Fc of the last Diamond DB ant I checked was about 
446.3Mhz. The reflected power at 440.000 was in 
excess of 2:1  Our Repeater Tx's are on the low 
side of the band. 

2:1 is not a value we choose to use for a repeater 
Tx antenna.

This is a recipe for big time trouble...

Most people are surprised to learn how well small amounts 
of power work. When Taxi cab company rf power amplifiers 
fail, I'd often run them on the 150mW exciter for a day. From a 
large building or nearby mountain top, 10 mile radius temp 
coverage was pretty easy.

If you have a chance to measure the antenna bandwidth, 
report back with your results. We're always interested 
in other antenna options.
