PL = Motorola trade name for CTCSS, GE calls it Channel Guard, RCA 
calls it Quiet channel, Hams call it hum, etc...

DPL = Motorola trade name for DCS.

Sure, why not?  It's not like it's encryption or something.  You 
don't need authorization to have 60 cycle power supply hum either.
