The troy state univeristy url is old. Used to auto-direct you to the new
one, but looks like they've finally pulled the plug. The new one is:
http://www.alabamarepeatercouncil.org/ which Jim correctly gave you.

The website has an online application you can download and send to Howard.
I'd drop Howard an email telling him where the proposed repeater would be
located. You'll find many areas of Alabama have no open 2 meter pairs
available.
