Do you hear output at all on the expected frequency when on a hand
held?  You should be able to hear something but it will not be enough
to move a watt meter.

Check that the strip is getting +10V on the OSC 10V pin when the
transmitter is "Keyed" and +10 continuous on the REG 10V line.

If you have a wide range reciever you can tune to the expected
frequencys of each multiplier stage and hear if there is a problem. 
If you dont have anything at the fundemental crystal frequency then I
would suspect the channel element or the crystal it's self.  Did you
use a "EC" Icom in the transmit side?  I have no experience in this
field but if I am correct in asumption a EC icom will not function in
the transmit side, only the RX side.  A 5C needs to be used with a EC
in the RX side or 2 2C Icoms, one in each.
